It is not uncommon for the rocker switch to corrode or go bad.
Double check the continuity test.

If it still fails remove the switch from the dash.
With the cart on jack stands
Pull the keyswitch plate and inspect the 3 rocker switch connections for corrosion. If needed clean and re test. If clean remove the top wire and hold it in contact with the center wire and see if the wheels turn. Then do the same test with the bottom wire. If the wheels turn in both directions when manually connected but not when switched - replace the switch.

Ok no continuity that a can detect. But once I touch both of the 2 wires the reverse buzzer goes off.

Time to remove the switch and test as described above... it may be a dirty connection.

After removing and cleaning switch, it is writing and has continuity all the way to the plug on the controller. Now I an getting solenoid driver failure in diagnostic mode.

You are close ... B+ side of the solenoid activation circuit is supplied by pin 7 in hte main molex connector. Slide the connector up just a bit to get the tester on the pin while the plug is still connected and see if you are getting B+ from pin 7 when you try to go. If no, the controller has failed.

How would I test this. Am I checking for voltage or continuity?
