Yes, stop all other testing and establish a good power supply.
A bad battery pack can read 36v without a load and drop too low to power the cart under load id one of the 6 are bad.

Post your pack results as asked earlier.

Ok motor is good. I had to check it. I'm charging batteries now to get up to 38 volts.

Long story short and not make myself look to stupid, one wire fixed everything. It runs great. Thank everyone for all your help. By the way I have a controller for sale now since I no longer need it.

It's always good to know because other people come here and never post. They just search and read threads with similar symptoms to their own problem. Which wire was it?

Understood, a2/ b+ wire from controller goes to the solenoid then out to motor. When I replaced the old wires I ran a wire from a2 b+ off controller to solenoid and forgot to hook up the wire that comes off motor to that same post. It got hidden in all the other wires and I missed it.
