Check the voltage across each battery with the neg connected. You may have a set of discharged batteries, one or more bad batteries or a bad connection.

Double check that one or more batteries are not connected backwards. The whole series of batteries should be connected + to - all the way through, then check the receptacle and insure the charger will see the same 35v in the receptacle you see across the pack.
If it all checks out you may have a bad receptacle radsok connector(s).

What do you read across each when you get the 7 volts when you connect Negative? You mention you measured 7 volts. Was that across the pack positive + and Negative - ?? Something don't make sense.

After a polarity test, every Battery conferms proper polarity and you can check wiring connections in picture above... still don't understand why i'm not getting any reaction to throtle peddle etc.

I ask again. Where did you measure the 7 volts in original post 1 when you hooked everything up? Was that across the whole battery bank plus to minus?

I would be suspicious how good the rest of them are. 6 volts on the rest of them indicate they need charging. Glad you found the problem. Nice looking set of batteries and jumpers.
