Neal did you check the oil? You may have ran it without oil and imploded something inside. I bought a G16 that was ran without oil and the connecting rod exploded. That engine did the same thing that you described. I could turn it by hand forward and backwards for a short distance and then it would stop hard. There is no way to know what is wrong until you open her up.

Update- i finally got the engine stripped down and pulled out of the cart, it feels like the problem is a crank or rod bearing. I was going to try to rebuild the engine but but i can't get the starter pully off the crankshaft, i bought a puller and heated it up, soaked it in penetrating oil, bent the puller with a impact wrench and then finally broke it off flush with the end of the pully. Not sure what to do at this point except look for a different engine....
