The original question here was about a series controller in which case you normally would not have and F1 wire/terminal, it should be S1 instead.
However, I think EZGO did sell some carts with the F1-S1 terminals labeled wrong (or at least different from the NEMA Industry standard Nomenclature)

So, without knowing exactly what you have, the best I can do is attach the manual.
