Yep you have the original (and undesirable) old-style Salsbury clutch that was used from 1984-1987. Club Car redesigned both of its standard golf cart clutches in 1987-88 (and they are fully compatible, easy upgrade on the older carts). I did a write up on this. You may have mismatched clutches, or perhaps the wrong belt for that new driven clutch. Check it out below.

I think your issue may just be that weak, early style drive clutch. I'm assuming your cart is lifted on big tires? If it were me I'd replace both clutches to the newer 1988+ style that I outlined in that thread I posted. Maybe try replacing the drive clutch first and see if that fixes the surging. But that steel-sheaved rear clutch is still a mismatch, but it'll still work for the most part (you may have to replace drive belts more often).
