If anyone has cut that shroud, I'd gladly pay you Wednesday for a few measurements today. In other words, where to start cutting?

We only have a rough idea by looking at the parts catalog diagrams. In the absence of better information, we'll just do exploratory surgery, as it were...

Default Resolution !! It was the rev limiter all the time

OK guys, here is the resolution. Hopefully this will save somebody else all the trouble we went thru. We replaced carb, fuel pump, filters, fuel hoses, magneto, spark plug, checked all wiring, checked the vent in the valve cover, tried fresh gasoline, and became increasingly frustrated. The motor would start then sputter and fail to rev up. Occasionally, it would run OK.

Finally we noticed that if we disconnected the ground wire from the coil, it ran fine. We followed that wire back to a little box on the motor. That box is an electronic rev limiter.

It was defective. It's now removed. The throttle assembly already has a governor, which we've modified only slightly.

Cart runs fine now. Attached are pics of the offending critter.

That's what I was suggesting 3 months ago (#7 of this thread). I'm glad you've got it back up and running. Sometimes it's that little stuff that will drive you nuts.
