Front wheel hub install question

I finally received the castle nut that I’ve been waiting to finish my front wheel hub install. When I hand tighten the castle nut until it’s lightly snug, the wheel hub does not rotate freely. Doesn’t make a single revolution. I have plenty of grease in the bearings as far as I can tell.

Also, there is a rubber cap for the wheel hub assembly that does not seem to fit due to the castle nut.

Can someone please help?! Thank you!!!

Looks about right from your video. Once you have the tire and rim bolted on it will spin freely.
Make sure the cotter pin is not hit I g the bearing cap. That will stop it from going hub. May need to clip the end off shorter.
