The ground at the break plug is not a battery pack ground. It comes from the controller, that's why normally it will be much less than pack voltage. The voltage issue at the plug is only one problem you have. We have to find out why that's out of spec first. With your voltage and resistance of the coil , the controller is pushing roughly 1.8 amps through that circuit. If memory serves me the max spec for that current is .6 amps. That can and most likely will take out the controller. The second issue is the break not releasing with the higher voltage. I would suspect the break coil itself. That could explain both issues.

I remember, Bob Boyce wrote that the voltage at the motor brake is controller regulated between ~ 24 - 30v. Only the procedure with the connectors will provide full pack voltage to the brake.

The handheld will give you more information on errors and real time data from the controller. You can test all the components of the cart and voltages from the controller with a meter. So you are pretty much eliminating everything but the controller.
