This 48V-12V converter plugs right in to your Precedent wiring harness.
Club car has a plug and play 48V-12V converter for the precedent, part no. 102553102. TahoeDawgZ71 hooked me up on where to get one. Thanks so much David. I just installed this afternoon. It was very easy. I've attached a pic of what you get in the kit. The converter just plugs into the wiring harness between the 12 pin connectors.

I'm going to use three lamps on my 36v cart, each wired to a battery pair.
Solves the uneven load problem for the price of a few extra feet of wire and two extra switches.

If the look of three headlamps is a dealbreaker...
It wuldn't be too hard to come up with a pair of tail lamps that match the load of one headlamp and you could do 2 tail lamps to a pair of batteries, and one headlamp to each of the remaining two pairs.

This is probably a better solution for 36v carts since it doesn't address the overvoltage problem of 16v on your lamps. I saw some cheap LEDs lamps on Amazon that are rated 12-18v though.
