Default G9 carb. problems

I put a new camshaft in my G9 and it ran great without the air cleaner. I put the air box/cleaner on and it still runs good but I have to run it with the choke out a little. That doesn't make sense to me unless it is a jet setting? Anyone with an Idea why restricting the air flow requires more restriction to run properly. It also Ran this way when I got it (choke out a little).

You have a black plastic spacer between the carb and the engine. Make sure
it's not cracked, they are very easy to break. This could be the problem. Keep
us informed.

Definitely sounds like an air leak: air box not sealed completely or spacer between carb. and intake cracked.
