What kind of charger (?) and are you still using the OBC? I am assuming so since the battery light is triggered by the OBC and is why I ask what charger you have.

How often does it turn off/on? Every few seconds? Minutes?

The OBC will turn the charger off and back on periodically throughout the charge cycle but it should be like every couple hours at most.

Check the charge receptacle and the charger plug for dirty terminals. Check the charge leads coming from the receptacle for corrosion. Also check the grey wire on the receptacle for a bad connection by lightly tugging on it. The grey wire can sometimes fray and break off inside the back of the receptacle and cause a bad connection. If the grey wire is broken you have to replace the entire receptacle.
