How fast is your parents cart going now? If it is just 8mph you may have a bad speed sensor or a welded solenoid.

I have not checked the speed exactly but will try to do that today. I know when you first start of it seems like it is going to go fast but then it is like the speed levels out.

With key off if the cart does not offer resistance against being pushed by hand, replace the speed sensor.

I just pushed it forward and backward while in neutral and it was like pushing a car in neutral. I then put it in forward and pushed it forward, and reverse and pushed it backwards. Did not seem like much to any resistance.

The Speed sensor has failed, that causes the controller to go into limp mode which is 50% power or around 8 mph.

You should also hear the buzzer go off as you push it when the rollaway brake kicks in.

A buzzer did not go off. Does that have to do with the speed sensor as well?
