2007 Precedent Wiring

Hey all, I picked this up as a project cart and found the controller was completely burned up and the motor was locked up. I bought a brand new motor, wiring harness, and solenoid. Also bought a used controller that the previous owner upgraded and said this one was working fine. It looks almost new so I'm pretty confident that it works. I've installed everything, charged the 4 - 12 volt batteries, but am not getting anything at all when I turn it on. The solenoid doesn't click. I removed the two small wires from the solenoid and jumped them with voltage and it clicks. So I know it works. I have bypassed the OBC by removing the large black wire and connecting it directly to the main negative on the battery. Tested the voltage at the run/tow switch and I have full pack voltage there and at the key switch as well. Since the old wiring harness was burned pretty bad, I'm not sure if I have everything hooked up properly. I have a thick blue wire with a spade type connector on it that doesn't go to anything. Any ideas where this goes? Or why I'm not getting the cart to do anything?
