Default Melex 512e Electrical

I bought a 97(ish) Melex 512e from local AFB. I noticed it has what I believe to be the DCS 36/48volt 3500/5300 rpm motor and an upgraded (silver box, maybe Curtis?) controller.
Using the 512e wiring and cable diagram, I upgraded the cables, solenoid, and am replacing the accelerator pedal (metal is broke where pull rod connects).
I upgraded the batteries to 48volt (6x 8volt) to boot.
The new solenoid is much higher rating than previous, 400 amp, 48volt.

When I connected everything thing, I got a battery full light, but no horn or lights.

Where do I start?
