Default ezgo wont run

I need help troubleshooting my cart. I have an ezgo serial number: 2375063, model TXTPDS, date code E0406. One day it just stopped running. I charged all batteries. when I was looking at it it looked like the wire going to F1 (white wire) on the control box shorted to the output solenoid stud (large stud on outside). It looks like it was rubbing for a while and the insulation finally wore through and there were burn marks on the stud. I replaced the solenoid and fixed the wire but still wont run. H
When I put the cart in diagnostic mode I get code 2-1 (low battery). Batteries are charged at 37.6v. The solenoid does not click when throttle is pressed with key on. I have battery voltage at the outside small stud on solenoid and slightly less (0.3volts less) on the inside small stud.
Whats my next thing to check?

These controls are very sensitive to any type of field shorting. It's likely this fried the control.
Place test leads on controller B- and A1 in any order. When you pres the gas and the solenoid clicks you should see 36v. As you continue to press the gas down the voltage reading should drop to near 0 indicating the control is passing current.
If the solenoid does not click - check activation circuit - see attached.

the solenoid does not click. how do I check the activation circuit?

Connect an volt meter, set on continuity, place on the two large terminal studs. The meter should indicate no continuity, Replace the solenoid if continuity is present.

Using jumper wires attach from main positive and main negative of battery pack to the two small solenoid studs, polarity is not important. You should hear a click as the solenoid engages, and the meter should indicate continuity on the two large terminals. Replace the solenoid if continuity is not present.
if solenoid clicks rapidly solenoid is bad

Why bypass? The cart is not going to run until you get the solenoid activation circuit working.
You should have 36v (+) at both ends of every red line in the diagram starting at the battery (charge receptacle) and ending at the solenoid.

Not sure if you mean if clicks now and cart still not going or does not click when you try to go? If no click when you try to go.
Back to the solenoid activation circuit. See what's missing on the solenoid activation circuit when you try to go. It needs (+) on one small post and (-) on the other small post to click.

If you have pack voltage on all the red terminals in the diagram above and the solenoid still doesn't click it's probably because in the PDS drive carts there is always pack voltage at the solenoid and the controller is what sends the negative when the pedal is pressed. I think you can temporally jump from B- to the negative post on the solenoid and see if it clicks or moves, but it sounds like the controller got fried when it shorted.

I jumped from B- on controller to solenoid and it does click/close. Does this mean the controller is probably fried?
