Connect the voltmeter to the main positive and main negative terminals on the battery pack and mote the voltage before the charger is plugged into cart.

Plug charger into cart and the voltage ought to start increasing, if the charger is charging the battery pack. (A bad ammeter can pass amps with out showing a reading)

OK, watched you tube til I learned enough to do this :) I measured no chger and it said 36.4 put the charger on ant the needle went up and it read 40.1 and climbing.. YAY!!!! But I'm afraid to put the cover back on as that is the only thing I was doing different yesterday

Do you think IF I put a GFI outlet in the shed would it prevent this from happening again?

Great. The charger is working and the ammeter is working.

Let it charge until the charger shuts off (probably take several hours) and then put cover back on.

Then plug back into cart. It should start charging again. Probably won't charge for more than an hour or so this time.

If it doesn't charger with cover on, there is probably a loose wire or dirty connection somewhere.

No. GFI = Ground Fault Interrupter. Different than a voltage surge.

A "Surge Protector" might help.

It's still on the charger, but what should it read at a full charge? right now it's reading 44.1.. keep in mind I have a cheap multi meter so may be just a bit off

They typically shut off in the 44V to 46V range, so it ought to shut off fairly soon.
