Default Rear wheel trouble

OK,jacked cart up,drivers side rear wheel has trouble moving
and makes a noise, let juice off and it comes to an immediate stop. The other wheel spins freely and gradually comes to a stop. I know the axles come out as I had to replace 1 but can't remember which one I replaced. Really don't know what it could be, I really don't think it could be the axle, maybe something internally??? Thanks for any advice in advance

With or without brake drum in place? Sticking brake is my guess.

yes hub and axle look fine,if it was a sticking brake ,why would it make a crunching sound? How do you fix a sticking brake??

The crunching sound may be the outer axle bearing. Crunch crunch crunch

Yes. Pull the brake drum, remove the split ring, put the hub back on backwards and pull.
