The database I used was on another laptop. Still is for that matter but there is a problem with the hard drive or MB and it will not boot. Sorry I just haven't dug into fixing a 10 y.o. laptop.

A couple of things I noticed is the front clip is definitely pre 1986.
Look in the battery bay and if your motor is perpendicular to the rear axle and the resistor coils are mounted below and to the left of the driver's butt then again it is likely 70's to early 80's.

As for speed up hills, make sure batteries are in good shape and all cables and connections to batteries, resistor coils, and motor are at least 4 gauge and super clean and firmly attached.

That car was only capable of 10-12 mph on flat ground, on a good day, with new batteries and a tailwind. Going up inclines with a couple of adults will slow it down considerably. Just the way it is. Sorry. To fix that issue = $$.
