Default only getting 37 v to motor

I just bought a 2008 Carry All-2- 48v I don,t know anything about it but I am fairly mech. OK. I was an electrican.
I don,t have a repair manual but, through testing it I have 48v between the load side of the selinoid at the controller, too the batt neg. at the controller, when I step on the throttel.
When I go between the + & - terminals on the motor with the throttel pushed I only get 37 v & the cart just creeps.
Last week when I bought it, it ran fine. The only thing I did from last week to now was charge the batteries.
Any help would be greatly appricated, also where can I get a repair manual for this cart I have already downloaded the service manual,but need a repair manual?
Does anyone know anything about a BLS Charger for this cart?

I must have gotten the owners manual, It doesn,t give me anything about how to repair or trouble shoot it.
