Some on those EMP motors are switchable between speed and torque modes. I used to have one, but just hard wired mine to speed mode and had plenty of torque. How many poles are there on the motor? If there are 6 poles(I think) , it is switchable. If you are running 31mph you probably have the 36v motor upgraded to 48v. Good luck with your build.
