Have you checked voltage at the charger receptacle?

Check wiring for charge receptacle. I know it seems dumb but I've done it after replacing batteries. Red to main +. Check fuse inside yellow fuse holder at the receptacle. Post a picture of the battery pack

yea there is a fuse on the red wire (or red/white) between the solenoid and the OBC

One inline on charger and one on grey wire to OBC, One on red wire is fuseable link with clear cover

YEP !!! and like dude said one on the gray wire from charger receptacle to OBC

My fuse on the red wire from solenoid to obc is wrapped in black heat shrink, no clear cover.

OK. Got it to charge by bypassing obc AND jumping the black wire from the back of the receptacle directly to my battery pack negative. So somehow I'm not getting ground even with the obc bypassed. I cleaned all terminals on the motor and speed controller. So I guess my ground is bad somewhere from the receptacle to the speed controller??

yea it sounds like thats the problem
