Have you checked voltage at the charger receptacle?

yea there is a fuse on the red wire (or red/white) between the solenoid and the OBC

One inline on charger and one on grey wire to OBC, One on red wire is fuseable link with clear cover

My fuse on the red wire from solenoid to obc is wrapped in black heat shrink, no clear cover.

OK. Got it to charge by bypassing obc AND jumping the black wire from the back of the receptacle directly to my battery pack negative. So somehow I'm not getting ground even with the obc bypassed. I cleaned all terminals on the motor and speed controller. So I guess my ground is bad somewhere from the receptacle to the speed controller??
