Default G3E - Upgrades not bringing the speed?

Okay so I've got a G3E that I've replaced with the following upgrades. I live in a fairly hilly area, only drive on pavement and am only seeing 13mph when going up moderate hilly streets, and 15mph on flat streets. My Torque is better than average, but overall I feel like I should be seeing at least 5mph better all the way around.

48v system (6) eight volt brand new US 170ah batteries, 2 gauge cabling, New PB-6 throttle, all new high amperage solenoids, New Curtis 1205 500a controller (It is a Chinese version), stock GE D377 motor and 10" wheels with 20.5" tires.

I've checked the Curtis programming and it all looks fine..I have also checked throttle pot and values are in spec. as well as programming values look fine.

I would love to know what might be limiting my overall speeds with my setup? Ideas would be much appreciated.

The G3 is a series cart. Conversion to solid state alone will not increase speed. Conversion to 48v should increase the motor rpm speed up to 33%. The results for every motor can be a little different and this one has a lot of years and miles on it. You could send it to PQ and them to refresh it for more speed. Or you could replace it with a higher revving motor for more speed.

Does the controller show that 100% throttle is being reached? I know you checked the values with a meter, bot does the controller agree with your findings?

How do I check that the controller is reaching 100 % of throttle?

The Alltrax SR controller has a LED status indicator light. The owners manual lists all the blink codes. When the controller is ready to go the LED is green and when it receives a full throttle signal the LED turns orange.

No user interface.....test the signal as described with a meter.

I have a g8 with 10" wheels ,street tires ,when it was on 48v would run in the 16-18 mph range on avg at 100% could get to 20 with slight grade wind ect.

I'm pretty sure his CHurtis does in fact have the interface for the same handhelds used for new txt & rxv carts. And throttle position can be viewed there.
