Default Problem with new clutch maybe... HELP

I got my new clutch (comet 72C) and put it on and it will not go into high gear. The pic was taken at 4000 rpm in neutral.I have ridden it around for about an hour and it now is a little better but still an inch from the top. Any ideas. When it was off it moved it its full motion and it seemed to work fine.

What weights and spring are in it? It could be calibrated for a 7000RPM snowmobile.

I don't think you can get full range in neutral, the driven has to be able to move also......jack it up securely in the back and see what it does in gear.

I have no idea. It came from CPP and the instructions say it is for a Yamaha.

You can see how far it has gone up as it has taken off some very light surface rust. It has not gone anywhere near the top. It is not as fast and is revving faster
