From what I've gathered yes you can remove it all together and fix the valve so that it stays open, it was simply put on there to reduce the noise at a low speed since it doesn't fully open unless you have the pedel all the way down. I'm about to do that to mine here shortly.

I just fixed mine open and it seems to run better, I was getting about 17 out of it and since i fixed it open it now hits 20 easily.It seems as if it now has better flow. I have it wired open right now, but I plan on doing a muffler bbq here soon so I will eventually remove it completely. Noise isn't much louder either.

Yes you can take all that off there, just have to make sure the valve is open all the way and fix it there so it can't close. You can take it out and weld the holes up if you really want to but doubt you need to. Its not that much noisier anyway.
