Weird!
IMHO... it doesn't sound electrical, it sounds like the governor is keeping the carb from opening! So... I'm guessing you pulled on the carb cable when in maintenance mode and the go pedal floored? |

ok i know it doesn't help but have you considered just calling it a lowrider and just go "low and slow" all you need to do is get some gold plastic hubcaps and a crush velvet seat covers and a chain steering wheel bam! problem solved.
ok on a serious note lets try something to eliminate the ignition or starter problem , start the engine and get it to 2100 rpm and then give it a shot of starting fluid to see if the rpms jump , if it starts to jump then we have a fuel intake problem , if not then we have a some more digging to do , first of which would be to pull the valve cover and see how much movement we have on the intake valve to check not only valve lash but the actual amount the valve is opening once that is cleared im thinking to check the starter gen output and the condition of the regulator , if that gen is getting hot it may be a cooked regulator and the resistance caused by electricity with no place to go and puts a very large amount of drag on the engine. |

yes I test in maintenance mode.The governor is disabled. I have tried starting fluid, it bogs the engine. The valves are adjusted to .005 in. and are opening and closing. When I disconnect the regulator I get like 800 more rpm. What kind of compression should this thing carry ? This thing has some really bad blow by, I am beginning to think maybe it is too weak to pull up the revs. Can this happen ? that the engine gets to weak to run at higher levels? But 155psi cold and 145psi hot does not sound that bad but the massive amount of blow by makes me think maybe a stuck ring ?

This may be stupid, but... how is the exhaust? If its blocked by something the motor won't breathe properly. You cant run the motor without back pressure, but too much restriction is also bad.
