They use to rebuild them but anymore they just replace them. If you could rebuild it you'll probably have to have the parts made unless you can find someone that has some OEM parts. That's going to be hard since the clutches are one of the consumable parts of a golf cart.

I use a impact wrench to remove the bolt. I also use the impact on the clutch puller to remove the clutch from the engine. It may be worth while to take it to a shop and have them pull it off
