Default EZ GO Workhorse runs, but does not move

I have a 1999 EZGO Workhorse, the motor runs, but will not move. I can raise the rear of the cart off the ground, and the wheels will turn, but when I put it back on the ground, nothing. The axles are good, the hubs are not stripped out, I took the differential apart and found nothing broken......Is it the clutch? Which one, the drive or driven, and how can I troubleshoot, instead of hanging unnecessary new parts?

With the wheels on the ground start the cart, when you rev the motor do both clutches turn and it sits there?

Yes, I start the cart, the rpms come up, both the drive clutch and driven clutch turn, the clutchs force their belts "up" the pulleys as if their trying to pull, but the cart does not move.

Is it in gear ?

If it is in forward, you should be able to...with the engine off, 'roll' the cart by
turning the rear (driven) clutch by hand in a counter clockwise movement.

If it is in reverse, it will roll backwards if you turn the rear (driven) clutch
by hand in a counter-clockwise movement.

nevermind.. I don't know what I am talking about.

Yes, its in gear. I'll confirm to see if I can move the cart forward or backwards by turning the driven clutch by hand.

If the driven (back) clutch turns and the wheels dont, remove the shift cables and manually move the shifter from forward to reverse.
It might not be engaging 100%.
After that, I'm not sure if your cart has 1 piece axles or hubs, if it has hubs, make sure the hubs is not spinning on the axle.
If a one piece axle, time to go inside!

In other words, if it's in gear, and I roll the whole clutch assembly by hand
and the wheels don't engage..it has to be in the rear end..or the axles are spinning.

If I roll the assembly, and the wheels DO engage forward and reverse, then
the clutch is not grabbing the belt, it seems.

Well, you say when you rev up the motor the drive clutch turns the belt and that turns the driven clutch and they cycle open and closed so they are doing what they are supposed to do.
Either the driven clutch is spinning on the input shaft, your not going fully in gear, an axle is spinning in the hub(if it has them), or it is broke internally.

You have a stripped rear brake hub.................

Run the cart in gear and look down at the rear tires - I'll bet you see one with a slight "wobble", that will be to one with the bad hub. Don't run it too long, as you can damage the axle.

I just reread your first post where you,ve been all through it all, checked hubs and all.
Your second post states the clutches are working as they should.

Pull the driven clutch back off and check for a missing shaft key.
