Okay. Its on the charger now. It has been sitting for awhile and I have been trying everything I could think of but I haven't had it on the charger so maybe it has dropped a little. I will get it back to a full charge and see what happens.

Okay. Charged the batteries overnight. The charger cut off aitomatically and the pack now reads 51.0

Unfortunately I still get no solenoid activity when I press the pedal.

Before you said you were getting solenoid clicking and now you are not?
Also, it could be possible that the controller is not getting power when the pedal is depressed, maybe the wire is fried or shorted in the harness. It would be the smaller wire coming off the small post of the solenoid that runs to the controller. Disconnect from the controller and put red lead from voltmeter on the wire and then put black on b- on controller and then press pedal to see if you are getting voltage.

Also check your pack voltage after a few hours to see if it is holding and also check each battery voltage.

Battery pack is now several hours off charger and reads 51.3. The batteries read 12.7, 12.6, 12.7 and 13.1 individually.

I can get the solenoid to engage if I hot wire 48 volts across the small terminals or if I disconnect the battery pack and wait awhile then hook it back up. Then the pedal will engage the solenoid a few times but will only about 3.5 volts getting to the motor.

There is not a small red wire from my solenoid to my controller. There are two small blue wires from the small terminals and a small red wire from a big terminal. But they all go into the harness not the controller.

Look at your controller and see if there is a blue wire with white stripe like on the small post and test that one. Take a pic of your controller wiring on the small terminals.

Tell us some more, does your reverse buzzer sound? If you try to roll it without the gas does the warning buzzer come on and will it brake itself still?
