I tapped it into the driven enough to free up sum slack and rolled it over with a pry bar....cant wait to put some hours on it and loosen it up a bit

Yes technically putting on the drive clutch then rolling it onto the driven is correct. The drive clutch should allow the belt to sit right on the inner shaft but you are trying to put a "shorter" belt than was intended to be on there so it will be hard to roll on. You could try putting the back on jack stands so the rear clutchwill be able to turn and see if that helps
