1996 Ezgo Dcs Brakes adjustment

Hello all... I just put a set of brakes on my cart.. When I drove the cart before the brakes The right rear tire would lock up on me at times... tonight i added a new brake cable to the same side as well as brakes... I guess my question is, How do you adjust them... They stop the cart pretty well. but, when it is on a steep incline it wants to roll a bit... Thanks to all.. the tires are 18x8.5-8...

I don't know if it's the right way or not,but the way I do it is
1. take equalizer bar almost all the way off(very loose)
2.adjust the brakes at the drum till they start to drag.
3. then adjust the equalizer bar for the proper peddle setting.
This has always worked for me.This may not be the way pro. do it. So anyone have a better way please post.
