Yes, that looks like a speed control. Pop the cover off and make sure the wiper arm is contacting each copper segment cleanly, and that it's swiping the full range of contacts.

Just replaced three out of four solenoids and that seemed to do the trick. Going to check and clean the control box anyway, glad it was an easy fix.

Does the longer resistor coil correlate to lower speed?
