Default 95 TXT clutch issue

I have a 95 EZGO gas powered golf cart and when I press the gas pedal down I can see the clutch spinning but it doesn't seem to catch and move the golf cart any? The belt doesnt seem to move, if it does move its not much at all. Any thoughts on how to remedy this?

are the clutches opening and closing? one should open while the other one closes .................................
