Default Starter Generator doesn't turn over

1990 gas EZ Go. Sometimes cranks right over when you step on the gas, sometimes just makes a low groaning sound and or and turns over once or twice very slowly. Battery is definitely good. I bypassed the solenoid and put 12V directly from the battery to the starter generator cable mounted on the solenoid. Same thing. Bad starter-generator?

At least worn brushes. Pop the rubber caps off and have a look.

Check and see if any cables are getting super hot. You could have resistance in them as well.

The cables are all clean, no corrosion on the connections etc. so I don't think that's the issue.

multi-meter, positive probe to F2, and negative probe to A1, hit gas. got voltage but no turn? needs brushes.

If your car has the 13HP Kawasaki engine that's pretty much a given. The starter/generator isn't powerful enough to last long on the compression cycle on these engines. Newer (post 2017) models have beefier ones made by Nidec.
