Default possible bent forward frame

I have a 2000 txt that has about a two inch difference above the tire and top of wheel opening. Passenger side being higher than drivers side. Also have a shorter measurement from the seat box to dash area on passenger side. Im thinking frame may be bent where it turns up to support forward body. Has anybody ever run across this. I bought it used, but didn't notice it right away. Any suggestions on how to straighten it appreciated.

Could it be weak springs?, it's pretty common on older carts for the drivers side to be lower, from only one golfer using the cart most of the time..

I always switch them from side to side when installing a lift, after awhile they level out..

+Put all 4 new springs on. Still looks same as it did before
