2004 txt - wants new engine

Have a friend who wants to replace his 9hp motor with a 13hp (or little more hp?) It has a 6in lift and rear seat and is a dog up hills on pavement. What would be the easiest way to get a little more horsepower or up the hill? He rode in my 13 Valor and that's when he realized he wanted more power. Any suggestions? thanks

Install a 28 degree driven clutch and 1 inch shorter belt
