The early Kawasaki motor carts used an hitachi starter that is not as strong as the newer AMD version. If it is trying to turn but won’t it is probably at the compression stroke. Grab the drive clutch and rotate it past the compression stroke and try again. If that lets it spin then the next step is to look at the pulley on the starter and see what color it is. If it is gold/silver it is the original pulley. If it is black it has been replaced with the smaller pulley. If it is not black Ezgo sells the smaller pulley and it helps tremendously with this issue.
