Default Problems with Controller, Solenoid, or both?

I have a 95 EZGO Medalist - Series cart. I have run into a problem after installing my new Controller. I have it wired to the diagram, and am not getting any power to the controller at all.

I reviewed this thread, and went through the diagnostics. It left me confused, but I am starting to understand the way everything works.

Here are the results:

Connect (-) probe of meter on Battery Pack Negative (-) post. Connect (+) probe to the Battery Pack Positive (+) battery post. (This reading is the Battery Voltage and the amount of POWER TO THE CONTROLLER Battery pack
Voltage is 37.9 volts.

NOW, Key switch ON, gear selector in FORWARD, Place the (+) probe on the battery side of the solenoid's large post (If the reading is below battery voltage, check all wiring and terminals).
37.9 Volts
Then it says this.

Place the (+) probe to the controller side of the solenoid's large post. The reading should be 0.1 to 3 volts less than battery voltage. If the reading is more than 3 volts less the battery voltage, the resistor is faulty. If the voltage is the same as the battery voltage, replace the solenoid.
According to this I have a bad solenoid, If the solenoid is bad, would the Controller still get power? Do I have both a Bad solenoid, and controller?

I checked a few other readings and this is what I found.

Controller B- to B+ 34.5 volts
Controller M- to B+ (output) 0 volts

Solenoid Large posts 2.6 volts
Solenoid small posts 0 volts

I didn't go through the rest of the ITS directions, as I have no power inside the controller and did not see the need. Thoughts?
