Default Brake lights dont work

I am not sure of the year and model of the cart, it is a 48v. The lights all work with the switch, but when i press the brake pedal, the rear lights stay the same. i checked the switch under the pedal, and it seems to be working correctly. I have voltage to the switch and voltage to the wiring harness at the bulb. but the voltage doesn't change when i depress the brake pedal. Could the brake switch still be bad internally even if it clicks on and off.

Was this a freshly installed light kit, or did this just start acting up all of a sudden? Do you have turn signals, if so it could be incorrectly wired and or internal contact may be bad?

This is a stock golf cart. we have to get them inspected by the police station every year to ride them in town. They worked fine last year, but this year they said i didnt have any brake lights, so thats when i started trouble shooting. I dont know much about golf carts, but i had 49.5v at the hot wire on the brake switch, and 24v on the green wire that goes to the rear lights. When i check the wiring harness at the bulb, i have 49, and 24 just like the switch, but when brake pedal is pressed it stays the same. and so does bulb.
