Tom i have to ask you a question??? Club car it charges it will go if it is jacked up if you put it on the ground it will not go what do you think is going on?

check and load test the batteries.......check cables, it could have one or more batteries that won,t hold up under load but will run while rear wheels are off the ground.......................................

its not hard but depending on what you need its not cheap either................lots of us have done it.........heck i,m getting ready to do another one but i have an advantage i don,t need batteries or a charger...........................
