Charger will not shutoff

wether batteries are fully charged or not if charger is working ok and OBC is good the charger will shut off at 16 hours.............................

there is nothing inside the charger to tell itself to turn off. its the obc's job to do that. according to my club car sheet, if your car has over 56 volts and less than 5 amps on the meter, your car is fully charged.
