Default Ignition Wiring

I have a 1996 Club Car 48V. I removed the dash/instrument panel and found a yellow wire disconnected with a broken terminal end still attached. It comes from the ignition switch and I need to know where this goes. It has about 5 volts on it with the ignition off. Also the charge meter does not light.

Do you have any wire going from key switch to battery warning light?
