Yes, yes, and yes. 400 is all you need. I have a XCT300 (350 peak) in mine with a speed motor just to prove my point. You don't always need a bigger speed control and yes 500 would have to be detuned to 400 specs for your stock motor. So yes, the XCT400IQ will work 90% of the carts.
It's your controller that's slowing you down, the Alltrax takes the same magnet information and lets us set the speed limit. 22-23 is about all the stock motor will safely do
