Ok I now have a working volt meter anyone care to help me out I have 37.3 v for my series of batterys but not sure where to go from here

At 37.3V, you batteries are only 75% charged (see attached SoC chart), so they need to be charged before the plates become more sulfated than what they already are.

However that is high enough to troubleshoot the solenoid activation circuit.

Here is a series cart schematic with the solenoid activation circuit highlighted.
It is a simple series circuit with B+ on one end and B- on the other with four switches (maybe only three), the solenoid coil and a few feet of wire in between.

You will have battery pack voltage, or close to it, on both of the solenoid's large terminals, however we are looking for pack voltage on one of the small terminals.

I'd start by checking for pack voltage on the smaller of the three wires coming out of the charge receptacle.

I have 37 on both side on the big turminals and nothing on the 2 small ones that's checking from neg on last battery

Okay, that means that the first of the two schematics I attached to Post#3 of this thread is the connect schematic for your cart.
Of course, your cart's wiring may have been intentionally or unintentionally changed in the 19 years it has been in existence, but that is the way it was wired when it left the factory.

There is a jumper wire between the two microswitches on the F/R assembly. Check for battery pack voltage on that jumper wire.

If it exists, the problem in in the keyswitch or the pedal switch, or the wiring that connects them to the small terminal on the solenoid with the banded end of the diode attached to it.
