thanks JonnieB! I could try a new white wire to see if that changes anything. If i don't see a change with that I'll order a new ITS. Is the $25.00 version i see on amazon ok to buy and install?

checked the cart this morning and it was working (it will only rung for a short time) so i took those measurements again and found everything was now in the normal range except the voltage from B- and controller pin 2 with the foot feed applied just enough to get the solenoid to click. that voltage was 14.22 and the normal range should be 9-11.5. Does this out of range measurement with the cart working indicate anything different than the ITS is bad?

Nope. Ought to be okay with new ITS sensor.

Even if some of the voltages are a bit out of spec, if it runs okay, it ain't broke.
