It tends to be the driver's side hub that strips, but if either one strips, the cart won't move even though the motor runs.

If neither of the castle nuts is moving when the wheels are stopped, It could be a broken axle, or something messed up in the differential, or the splines in the motor to differential coupling are stripped.
