That's kinda what I expected.
Turn off everything else in the garage and listen really close to the charger. You should hear it hum.
The only reason it wouldn't hum is if the AC cord isn't plugged in or the breaker on the outlet is tripped.

Since the OBC controls the output current of the charger, if the OBC is damaged it is not allowing charge current to the pack. With the charger clicking on, the transformer should be humming, but it will be pretty quiet if there is no amp output.

And if that's the case, then you'll need to get behind the OBC, cut the two 10GA black wires that go to the OBC and join them together on the cart side. One goes to the B- at the controller, the other comes from the B- pin of the receptacle. Connect those together with a big yellow crimp connector and that will bypass the OBC so it will charge.

You'll also have to cut and connect together the Light blue and White wires at the OBC 6 pin connector so the OBC doesn't put the controller into lockout.

Maybe it is really quiet but last week it was louder and needle started off at 15 then gradually went lower

Bypass kit? You don’t need a kit, that’s a waste of money. All you need is a couple 10’ crimp connectors to bypass the OBC, you don’t even need any wire because what’s already on the cart already goes to the right places where it needs to go.

If you want to have a charger lockout so the cart can’t be driven when the charger is plugged in, that’s another $10 bucks or so a 10kohm 1/2w resistor. Not necessary, but can be useful if you have kids or have a “forgetful” moment on occasion.
