Anyone put gears in to give more low end toque with big tires for hills?

I have only seen high speed gears.

Most guys just upgrade the clutches for that sort of thing. You can get what's called a torque spring, which changes the power band of the clutch, and have the sheaves machined. Both will give you more low-end torque. Cart Parts Plus can advise you further on this.
