Did all the above - cooked muffler, had good fuel output from pump, cleaned out carb - still runs really crappy except at full revs. Needs choke pulled out to restart even when warm.... It used to start with 1/2" choke for the first 50' then run inhibited ....

OK, I just reread the different parts of the thread, and I guess my question would be for you to describe "cleaned out carb" - there are several jets, etc in these 2-stroke carbs that are very prone to clogging and even one clogged port could be causing your troubles ... Maybe this will help, I circled all the "usual suspects"

I also just reread the whole thread and didn't find an answer that you checked the compression or the crank seals.
Those are the basics and need to be confirmed before you go any further.

I can confirm that parts 12 and 9 can bung a carb, as can any dry sediment on the bottom of the bowl (4) that gets stirred up by gas. A good test is to use the narrow stick hose on the carb cleaner and shoot it into the orfices. Not only can this help clean them, it may also show your problem.

Thinking as per the other thread, if your crank seals are under a year old, they "should" be OK - check the vacuum line between the pump and the crankcase as well.

One other note, instead of jack stands you can also pull the drive belt off with the cart sitting flat to do the WD-40 test.
