Default Charger receptacle fuse

I have 92 club car 36 volt with controller. It was given to us when my father in law passed away. He had the receptacle wire going to the main pos and neg spliced with electric tape. It ended up melting so the charger wouldn't kick on. I replaced with 10 gauge wire about a year ago and work perfectly. Anyway I noticed that on other people carts have a fuse on top of the receptacle but this cart never had a fuse. Is it necessary to have a fuse there or will it be ok without one?
